From market instability to credit stability: “property value” as a new standard for the prudential valuation of real estate

Abstract

The determination of Property Value (PV), understood as sustainable value, plays a central role in the prudential valuation of properties, with significant implications for credit risk management and the financial stability of banking institutions. Regulation (EU) 2024/1623 requires the adoption of estimation methodologies grounded in scientific rigor, objectivity, and longterm sustainability, distinguishing PV from Market Value (MV) and ensuring its independence from speculative market dynamics. This paper proposes an innovative procedure for determining PV based on an income approach, consistent with the principles of prudential valuation as defined by international standards and European legislation.The model is inspired by the German Mortgage Lending Value (MLV) methodology, reworked to account for PV-specificities, and introduces corrective measures to ensure income sustainability, mitigate market risk, and integrate ESG factors into the evaluation process. By analyzing economic, technical, and regulatory variables in a structured manner, the model establishes a stable, prudent, and speculative-free value, ensuring the soundness of mortgage guarantees. The methodology’s effectiveness is verified through a case study that highlights PV’s greater robustness than MV in mitigating credit risk.The proposed methodological architecture is configured as a reference tool for valuation professionals and financial institutions, with development perspectives focused on integrating advanced econometric models to improve the calibration of risk and ESG variables.

 La determinazione del Property Value (PV), inteso come valore sostenibile, riveste un ruolo centrale nella valutazione prudenziale degli immobili, con rilevanti implicazioni per la gestione del rischio di credito e per la stabilità finanziaria degli istituti bancari. Il Regolamento (UE) 2024/1623 richiede l’adozione di metodologie di stima fondate su rigore scientifico, oggettività e sostenibilità di lungo periodo, distinguendo il PV dal Market Value (MV) e sancendone l’indipendenza dalle dinamiche speculative del mercato. Il presente contributo propone una procedura innovativa per la determinazione del PV, basata su un approccio reddituale, coerente con i principi della valutazione prudenziale, definiti dagli standard internazionali e dalla normativa europea. Il modello si ispira alla metodologia tedesca del Mortgage Lending Value (MLV), rielaborata alle specificità del PV, introducendo correttivi volti a garantire la sostenibilità del reddito, a mitigare il rischio di mercato e a integrare i fattori ESG nel processo valutativo. Analizzando in modo strutturato le variabili economiche, tecniche e normative, il modello consente di stabilire un valore stabile, prudente e privo di fenomeni speculativi, assicurando la solidità delle garanzie ipotecarie. L’efficacia della metodologia è verificata mediante un caso di studio, che evidenzia la maggiore robustezza del PV rispetto all’MV nella mitigazione del rischio creditizio. L’architettura metodologica proposta si configura come uno strumento di riferimento per i professionisti della valutazione e per le istituzioni finanziarie, con prospettive di sviluppo orientate all’integrazione di modelli econometrici avanzati per una calibrazione più accurata del rischio e delle variabili ESG.
