Abstract

Assessing the effects generated by urban transformation projects, and particularly by the relocation of public functions, is crucial for measuring their effectiveness in terms of built-environment quality and economic outcomes. This paper proposes a procedural framework, structured into replicable phases, to estimate localization effects and their potential capitalization into property values through quantitative indicators. The research was developed within a scientific collaboration between the University of Pisa and the Italian State Property Agency (Agenzia del Demanio). The proposed approach integrates a demand–supply matching model, aimed at characterizing territorial pressures and urban facilities, with a Spatial Autoregressive (SAR) econometric model, specifically designed to account for the spatial dependence that characterizes real estate markets. The methodology is applied to a micro-scale urban area in the city of Cagliari (Italy), using ISTAT census sections as the unit of analysis. The property value function is estimated using residential values provided by the Italian Real Estate Market Observatory (OMI), while the explanatory variables— expressed on Likert scales—capture socio-economic, mobility, infrastructural, architectural, and environmental dimensions. After estimating the price function under pre-intervention conditions, two post-intervention scenarios were simulated by updating the contextual variables affected by the relocation project. The results demonstrate that the economic outcomes of public-function relocation depend significantly on accompanying urban policies and mitigation measures. More broadly, the findings suggest that the proposed framework provides a robust tool for ex-ante and ex-post evaluations, supporting evidence-based public decision-making in urban regeneration and public real estate management processes.
